The State Oil Fund Act 2019, effective on September 24, 2019, will terminate price subsidies for biofuels within three years. Nonetheless, the government has not announced criteria or regulations in the aftermath of price subsidy abrogation. KResearch views that the termination of the price subsidy may eventually result in the end of certain types of biofuels. In fact, the demand for certain biofuels is set to drop regardless of the subsidy termination due to technological evolution and growing environment concerns in the future.... Read more

A rapid rise in demand for bio-fuel is attributable to several basic reasons. These include concern over the shortage of fossil-based fuels and the need to reduce dependency on such fuels by turning to bio-fuel that is more environment friendly as it helps cut greenhouse gas emissions, increase farm income and support sustainable development of renewable energy. In Thailand, the processing of bio-fuel is heavily dependent palm oil, sugarcane and cassava, being our major food commodities, as raw materials. Using such food commodities may create underlying problems and long-term impacts on related food supply chains ahead. We at KResearch view that agricultural waste biomass can help alleviate such impacts while it is an environment friendly source to create value to the economy at a community level of over THB100 billion p.a. on average, with the condition that the collection system for remaining agricultural waste biomass in the country must be efficient. ... In February 2019, the Energy Ministry announced measures to tackle PM 2.5 dust by upgrading the diesel standard to Euro 5, which limits the emission of sulfur compounds to under 10 parts per million (PPM) from 50 PPM under Euro 4. KResearch views that if business operators switch to premium grade diesel (Euro 5 standard) from ordinary diesel (Euro 4 standard) under the current oil subsidy schemes, it will boost transportation efficiency. The petrol and maintenance costs (including expenses associated with vehicle modification and opportunity cost from having vehicles fixed) will be lower.
