China’s 3Q25 economy grew by 4.8% YoY, the lowest so far this year; Fourth Plenum must be monitored for future economic direction (Business Brief No.4203 Full Ed.)

  • China’s economic growth continues to rely heavily on external factors, particularly exports, while domestic economic indicators remain weak. 
  •  However, the Chinese economy still faces three major challenges: 

o High uncertainty in export outlook. 

o Anti-involution measures aimed at curbing excess production capacity may lead to corporate mergers and workforce reductions. 

o Limited room for further economic stimulus through monetary and fiscal policies. 

  • China is holding the Fourth Plenary Session of the 20th Central Committee of the Communist Party (October 20–23, 2025), during which discussions are expected to focus on key issues such as the 15th National Economic and Social Development Plan (2026–2030).
