It is expected that ongoing flooding across Thailand will hurt crop outputs during the rainy season, particularly rice as major rice outputs have gradually begun to enter the market, especially in the northeastern and northern regions, which are home to ‘Hom Mali’ rice cultivation and are being hit by tropical storms. In 2022, Thailand may be at risk of a tighter rice supply, caused primarily by chemical fertilizer prices that have hit multiple record highs amid the Russia-Ukraine conflict. KResearch is of the view that Thai rice prices will likely increase slightly during 2022 after having bottomed out in 2021. The marginal rise is due to the low base of 2021. Rice prices are projected to increase to a range of THB8,900-9,400/ton in 2022, representing a contraction of 1.6 percent to an increase of 4.0 percent. KResearch has preliminarily assessed that the damage to the rice crop from flooding in September and October 2021 may amount to around THB 6.3-8.4 billion. Due to the effects of recent storms, many provinces in the northeastern, northern and central regions of Thailand are experiencing ongoing floods, which have affected yields of in-season rice; the majority of which has already been planted and is gradually being harvested by farmers. KResearch views that Thailand’s rice exports in 2021 will likely remain steady at around 5.8-6.0 million tons, or an estimated growth rate of 1.3-4.8 percent YoY. This rate is higher than the total growth of demand for rice in the global market, which stands at 1.7 percent. As part of the efforts to lift farm income, the government has a policy of guaranteeing income for farmers growing important crops: i.e., rice, rubber, oil palm, sugarcane, cassava and maize, during 4Q19. The Cabinet, August 27, 2019, approved the income guarantee program for rice farmers for the first round of 2019/2020 planting season and the income guarantee program for oil palm farmers for the 2019/2020 planting season. In addition, the Ministry of Agriculture and Cooperatives is scheduled to propose the income guarantee program for rubber farmers to the Cabinet for approval soon while such a scheme for other famers will be introduced later on.... Domestic prices of glutinous rice rose sharply due to a supply shortage of glutinous paddy during the main crop season 2018/2019 as farmers shifted to grow more Hom Mali fragrant rice. Therefore, the main-crop glutinous rice output fell 1.18 percent YoY. Moreover, the widespread drought, resulting in lower production of off-season rice crop, caused a drop in glutinous paddy yield by 9.2 percent YoY.
